Are there any advantages or disadvantages to using Win98 as opposed to WinME for the base of a modboot disk?

WinME is more limited in DOS-mode.
No full kernel, format /s and SYS cannot be used, etc.
Just use win98's ms-dos 7.10, not ME's ms-dos 8.00
dos 8 has NO advantages over 7.10 at all.
