I recently built BartPE with XPE plugin, the disc works fine with most of the clone PC and laptops.
I did intgrate the plugin - Hot plug USB keyboard and USB mouse, by cdob.

However, I found that this PE had no support for the USB Keyboard and Mouse, attached to Dell Optiplex 745, 755.
I have tried some fix as below, but still to no avail to make it work.

I have tested BartPE (with CDobs usb keyboard & mouse fix)
On Dell Optiplex 745 & GX520 without problems.
we have a mix of Dell USB keyboards RT7D60 & RT7D50

Try a different brand or model of keyboard

My home PC supports a PS/2 keyboard (normal) with a added minature usb keyboard (under BartPE)

What source operating system are you using XP or Win 2003 ?

I noticed you use XPE, I don't use it
I have a USB plugin which gives hot plug & play for most usb devices
