I want the program “test disk 6.11.3.win” add to my BartPE live CD. but I have problems

What have I done:
1. Download file = testdisk-6.11.3.win.zip (http://www.cgsecurity.org/wiki/TestDisk_Download)
(version windows)
2. Unzip to → folder = testdisk-6.11.3.win
3. testdisk-6.11.3.win → win → plugins → BartPE → Get_Files.cmd
4. Run: Get_Files.cmd → create a folder = TestDisk_PE
5. Copy "TestDisk_PE" folder to Plugin directory
6. Run: pebuilder.exe
7. Make iso file with pebuilder3110a
8. Burn the iso file
9. Start live cd
10. TestDisk is nowhere to be found (not under Programs)

What is wrong?

did you do this:

; Remove the comment ";" from the below lines if you are going to use NU2 menu
;[Append]
;nu2menu.xml, testdisk_nu2menu.xml
