WinPE such as BartPE are not the same as Windows XP
Windows Explorer is not available as shell or file manager by default you need a plugin to add these features

The most well known Windows Explorer shell plugin / project is XPE by Sherpya which makes BartPE look & work a lot more like real Windows XP

When it first came out it was much slower on PC's than basic BartPE
With modern PC's with 1GB of RAM or more this is not such a problem

Quick launch bar etc is included with XPE

If you only want Task Bar with system tray & quick launch bar + clock look at GEO SHELL plugin

There are a number of plugins to provide HotPlug n play for USB disk devices
However if plugged in before switching on they are usually recognised
