I am trying to edit the registry via plugin which sets the default location of explorer to X:. however when I build an ISO I can see the registry change is not being applied.

The plugin is below. Am I doing anything wrong?

Unfortunately this did not work. Is there anything else to try?

On NTFS partitions, BartPE processes the plugin folders in alpha-numeric order... make certain to place your plugin in a folder that will be processed last such as ZCUSTOM or whatever you wish to name it...
