I has been download HP USB FORMAT AND prepare cd setup windows xp.

Rather use RMPREPUSB, instead:
http://reboot.pro/7739/
(the HP tool is now "dated" and the new tool given above corrects a number of issues the HP tool may have produced AND adds some fatures).

Disk error and int18 bootfailure when booting from usb.

How did you prepare USB flash?
Which hardware do you use? Motherboard, laptop?

My Computer Is HP desktop Intel Pentium 4 1GB Ram. I use Virtual box To Emulate. Because I dont Have Cdroom. So I create Virtual Pc I Add one IDE Harddisk one Ide Cdroom And Enable USB 2.0 So Virtual Box Can REad My USB FLASHDISK . I Have Iso WINDOWS XP sp 2 Setup then I Attached It To CDroom In Virtual box. First I Installed XP to Virtual Harddisk (Complete Succesfully). Then I Format USB With HP FOrmat Tool in XP in Virtual Box And I copy 3 Files Ntdetect ntldr and boot ini. So I reboot Virtual box And Configure CDroom As First Boot. Cd setup windows LOading Driver And After That I Press enter to install Then F8 to agree then My usb Read As MBR NTFS partitioned After I Choose This Partitioned And Windows Setup Error Can't Access disk . Thats the Problem.

I'll try again.
DO NOT use the HP format tool, there are BETTER, updated utilities.
Use RMPREPUSB INSTEAD.
The general idea, when you come to a place and ask for help/advice is to actually follow the given advice.

Leave alone the idea of XP on the stick (temporarily wink.gif).
Make sure your BOOT.ini has at least two entries and a decent timeout, say 10 seconds.
After having partitioned and formatted the USB stick and copied to it NTLDR/NTDETECT.COM/BOOT.INI, try boting from the USB stick.
Can you get to the BOOT.INI choices?
If yes, go on, if NO, report what happens.

You CANNOT install directly XP through it's CD to a USB stick.
READ the links cdob provided.

That is up to you.
Dietmar's and the ngine.de tutorials are "How it all began".

If I were you, as a beginner, I would use this (as it is "automated"):
http://www.usboot.org/
(but you will have to be connected to the internet and get the - free - authentication/challenge code)

OR the wimb's one (slightly different approach, but probably more "usable"):
