Is their a way to boot to the network drive using barts cd but also have access to the cd drive to run other things not on network?

If you also put the CAb file with the aspi drivers that contain cdrom aspi files (or if there is a cdrom.cab file then that one), you should be able to have access to your cdrom as well...
Make sure you check your drive letters, and see which drive letter corresponds to which drive.

Put the CDROM.CAB file in the LEVEL1 folder, and ATAPICD.CAB/ELTORITO.SYS in LIB in the disk image.
This should load the CDROM drivers support before loading the network drivers.

SHSUCDX can be unloaded. as TCPTSR is a memory-hog, first unloading all unloadable drivers would be a good option. Then load TCPTSR, then reload the mouse/cdrom drivers to fill the remaining Upper Memory Blocks.
