I am using dicht's PEShutdown in WinPE and it works great on notebooks but not on desktops.
Any Ideas?

I am sure it works on Desktops , cause I am using it on many boards in many environments and on NBs too.
what happen when you run it on desktop systems?

I am calling a bunch of stuff from startnet and when it is all finished the last of the startnet is peshutdown/eject followed by EXIT and the machine just shuts down. It seems that the peshutdown is not able to get the CD ejected before the EXIT shuts the machine off.

so it shuts down but does not power off???
if it shuts down and hangs in the bitmap telling you its safe to power off your pc , than you have an non ACPI compatibel BIOS
and it does not eject???
could be a time problem and the problem that the System is on CD , so you should use the INRAM switch.But for the eject thing i have to look up the source code, this was just a fast implementation and its alwas critical to throw out the system :-)
by time i can try on a sample pc and use startnet.cmd as you do
